Dear Sir,
I was contacted by Carlos Alberto Barreto Ramos Dias in order to accompany him in the process concerning a matter which is particularly painful to you: the murder of Carolina de Fátima da Silva Francisco, with whom he lived in matrimonial union until the date of her death, on February the 28th 1991.
The reason for addressing myself to you, Minister, has to do with the fact that my constituent, a few days ago, got acquainted with a communication published by you concerning the above mentioned case of murder and where it is said that the police authorities are “receptive to any information which may contribute to the resolution of such horrendous crime”.
My constituent has been looking forward, along the years and the different contacts he had, to contribute to the resolution of the mentioned murdered and he began to despair that it would be possible. Along all these years, my constituent has always been refusing the political exploitation of the case as well as the appeal to the mass media something that he only admits in case of totally disbelief in the performance of Justice in the judicial field.
Your communication appears at the eyes of my constituent as the last chance to achieve justice and being able to rest before the memory of someone he loved so deeply. I must mention that, on my constituent side and along the contacts he has had there was never any demand whatsoever of financial order, despite the bulky theft that occurred at the time of the miserable rape, torture and murder of his wife.
The enterprises of my constituent are still operating as usual and, although it is evident that the dragging of this situation has caused him inumerous damages, this isn’t the purpose that moves him nor the reason for this letter.
In reality, my client has in his possession elements which bring light in an undeniable way to the death o Carolina Silva. Such elements which include the statement of an eyewitness and which I enclose, were personally delivered, on June the 26th of the current year, to António Van-Dúnen and Carlos Feijó but, in view of the content of the already mentioned communication, I admit that they weren’t enclosed in the process. I also wish to inform you that the testimony of the people in question may be obtained by rogatory letter to be send to the portuguese Justice that, I am certain, will correspond, in a short term, to the demand which may be made to it by the authorities of Angola.
I think that you, with the willing to solve such a serious case, as it can be proved by the communication itself, will not be involved in excessive formalities, namely concerning the legitimacy of my constituent to cooperate in the process, since the situation of “matrimonial union” was known by all those who knew them in Angola.
My constituent was until some days ago at the edge of definitely disbelieving in the possibility of ever seeing Justice being done and to see the miserable torturers, rapers and murders of Carolina Silva, a real woman in fact, to be punished. With your communication, he starts again to believe that it will be possible to make justice despite the people involved and, for that matter, he has requested my cooperation.
Therefore, with that purpose, I remain, during the next two weeks, in my office, at your disposition to any additional enlightening concerning the documents now send or to any other diligences. At the end of this period, I shall transmit to my constituent my own disbelieve.
