OPEN LETTER TO
THE PRESIDENT OF THE REPUBLIC OF ANGOLA
On February the 28th 1991, or five years and approximately ten months ago, the citizen Carolina de Fátima da Silva Francisco was tortured, raped and murdered in Luanda.
Since then, and despite the dozens of letters sent by me to you Mister President, clearly pointing out the names of the five rapers and murderers, some of which are high responsible members of Your Government, as well as the manner in which these crimes were committed, the only answers that Your Government publicly issued were always similar to the one, enclosed in a communication signed by Your Minister for the Domestic Affairs, Santana André Petroff, which I transcribe :
” Despite the exhaustive investigation which have been made, it wasn’t possible until now to determine the authorship of the crime. ”
It is also public that the Angola Government says to be proud of its justice and never to turn its back to its legal obligation, it does everything possible in order to find the authors of this crime and to put them at the disposition of the competent courts of law.
Therefore, and as I have got only one ambition in life, meaning to bring light to this crime and condemn its murderers, I am at the disposition of the judicial authorities of Angola, to supply all the other prooves that they may consider to be necessary, inclusively that of the criminals confrontation with the eyewitness.
